 Dr Karminder Singh,
Deputy Under Secretary, Policy Division, Ministry of Defence, Malaysia

Dr Karminder Singh Dhillon is a serving Administrative and Diplomatic Officer in the Malaysian Civil Service.
He is currently the Deputy Under Secretary at the Ministry of Defense’s  Policy Division in charge of the Northeast Asia and Australia Desk.  He has previously served in the Prime Minister’s Department for 5 years and the Institute of Diplomacy and Foreign Affairs, Malaysia for 6 years.

Dr Dhillon has also served as adjunct lecturer in the Department of International Studies, UM for 6 years where he taught Foreign Policy Analysis. He further taught the Theory and Practice of Diplomacy to graduate students at the Department of Strategic Studies, UKM for two years.

Dr Dhillon holds a B.Sc in Political Science, a post graduate diploma in Public Management, a MA in International Relations and International Communication, and a doctorate in Political Science. 
He has obtained his education and professional training from Harvard University, the University of Nottingham, UK, the National Defense University, Beijing, Boston University, and USM Penang.

Dr Dhillon is the author of Dilemmas of Development: Twenty Two Years of Malaysian Foreign Policy in the Mahathir Era 1981 – 2003, published by the National University of Singapore University Press.
His second book titled Reforming the UN Security Council: A Third World Perspective is pending publication. Dr Dhillon has been doing Kirten, Katha and Parchar independently since 1985. He writes regularly for The Sikh Magazine Malaysia, The Sikh Bulletin, USA and Bharat Sandesh, India.

He was born in Teluk Intan, Malaysia and is married with 2 children aged 9 & 11.

 
Dr Harinder Rai Singh
Senior Lecturer, Faculty of Applied Sciences, MARA University of Technology, Malaysia

Senior Lecturer attached to Faculty of Applied Sciences, UiTM, Shah Alam. Obtained PhD & MSc in Marine Biology from University of Malaya. Current research work is related to coastal and island ecosystems (mangroves, corals and fisheries) as well as fishes of Taman Negara. Certified Consultant by Department of Environment Malaysia (Marine Ecology/Biology) and National Panel review board for Detailed Environmental Impact Assessments related to Marine Ecosystems. Council member and Chairman of the executive sub-committee of the Malaysian Society of Marine Sciences and a member of the International Society of Mangrove Ecosystems. Team member of the 1st Tsunami Buoy deployment in the Indian Ocean at Rondo Island, Indonesia.

 


Malminderjit Singh
Research Associate, Institute of South Asia Studies, National University of Singapore

Malminder is a Research Associate at the Institute of South Asian Studies (ISAS), an autonomous research institute within the National University of Singapore. His research interests are in the foreign and economic policies of India, especially with respect to South East Asia. Besides this, Malminder also conducts research on regionalism and multilateralism as well as Sikh Studies. Prior to joining ISAS, Malminder worked in both the public and private sectors.

Malminder has been actively involved in the Sikh community, having been associated with several community projects as well as having served on a few youth organizations and gurdwara committees. He is currently an Executive Committee member of the Young Sikh Association (Singapore). In addition, he is involved in grassroots activities with the Young PAP, having served as the Secretary-General of the Young People’s Action Group (for the United Kingdom) and also as an Editor of its newsletter, Singapura.

Malminder graduated from the University of Buckingham in the United Kingdom with an Honours degree in Economics and has recently completed a Masters degree in International Political Economy from the S. Rajaratnam School of International Studies (RSIS) in Singapore.

 
Dr Jasbir Singh
Manager, Knowledge Management Centre, Human Capital Development Centre
Bank Negara (Central Bank) Malaysia

Jasbir Singh is an experienced practioner of knowledge management and was one of the first to be appointed as a Knowledge Management Officer when the organization, he works for, embarked into becoming a knowledge based organization in 2000.

His passion for knowledge management led him to pursue a PhD programme in knowledge management. Jasbir Singh’s research focused on how to develop knowledge management practices in Malaysia. He has also contributed an article, ‘Creating a Knowledge Sharing Capability in the Malaysian Cultural Context’, to the International Journal of Diversity in Organizations, Communities and Nations.

Jasbir Singh holds a Bachelor of Social Science (Hons) from Universiti Sains Malaysia, a Master of Economics from Universiti Putra Malaysia and a Doctor of Philopsophy from University of Melbourne. He is also the Secretary of Sikh Naujawan Sabha Malaysia.
